Born in 1956, he pursued his MBBS from Punjab University in 1979 and later obtained postgraduate degrees in Ophthalmology.

Before entering politics, Dr. Balbir Singh served as an Associate Professor and continues to contribute as an Eye Surgeon in Patiala. His political journey began with active participation in the JP Movement in 1974, and later, he joined the Aam Aadmi Party before the 2014 Indian general election.

He played a crucial role in the Aam Aadmi Party of Punjab, taking on responsibilities as caretaker Convener after key resignations in the wake of Arvind Kejriwal's apology. In the Punjab Assembly election of 2017 in Patiala, Dr. Balbir Singh, representing the Aam Aadmi Party (AAP), secured 20,179 votes. 

However, despite the setback in 2017, he made a strong comeback in the 2022 election for the Patiala Rural constituency. In this election, Dr. Balbir Singh received significant support, garnering an impressive 77,155 votes, which ultimately led to his victory as the AAP candidate. This substantial increase in votes reflects the electorate's confidence in Dr. Balbir Singh and the Aam Aadmi Party, showcasing their influence and popularity in the region during the 2022 electoral contest.
