Under the visionary leadership of Punjab Chief Minister Sardar Bhagwant Singh Mann, the state government has launched "Nikke Kadam, Vadda Vikas", a pioneering initiative dedicated to improving the health, nutrition, and holistic development of children during the first 1,000 days of life.
The campaign was officially launched by Social Security, Women and Child Development Minister Dr. Baljit Kaur during the Punjab Child Development Conclave 2026 in Chandigarh. Calling the initiative a transformative step for the state's youngest citizens, Dr. Baljit Kaur highlighted that the earliest years of a child's life are the foundation for lifelong physical health, emotional well-being, and cognitive growth.
A Mission Led by Dr. Baljit Kaur for Punjab's Youngest Citizens
Speaking at the conclave, Dr. Baljit Kaur emphasized that investing in early childhood is one of the most effective ways to build a healthier and more prosperous Punjab. She stated that the first 1,000 days—from conception until the age of two—are the most critical phase of brain development, making timely nutrition, healthcare, and responsive parenting essential.
Through "Nikke Kadam, Vadda Vikas," the government aims to ensure that every child receives proper nutrition, regular health monitoring, age-appropriate stimulation, and a nurturing environment that supports overall development.
The initiative reflects the Punjab Government's commitment to creating equal opportunities for every child, regardless of their social or economic background.
Development Report Cards to Track Every Child's Growth
One of the key highlights announced by Dr. Baljit Kaur is the introduction of Development Report Cards for children up to three years of age.
These report cards will help monitor:

The report cards are designed to help parents understand their child's developmental journey while enabling timely interventions whenever required.
Anganwadi Workers to Lead the Grassroots Movement
Dr. Baljit Kaur said that Anganwadi Workers will serve as the backbone of the campaign by reaching families directly through regular home visits.
Their responsibilities will include:

Empowering Frontline Workers Through Training
To enhance the quality of Early Childhood Care and Education (ECCE), the Punjab Government has trained 27,307 Anganwadi workers under the Aadharshila-based curriculum.
According to Dr. Baljit Kaur, this training enables workers to deliver activity-based preschool education that strengthens children's language, motor, cognitive, and social skills before they enter formal schooling.
The initiative is expected to improve foundational learning outcomes across the state while making Anganwadi centres more effective learning spaces.
Parents at the Centre of Child Development
Recognizing that a child's first teachers are their parents, Dr. Baljit Kaur also highlighted the growing success of Mission Aarambh, Punjab's WhatsApp-based home-learning programme.
Nearly 1.6 lakh parents from all 23 districts have joined the initiative, with continuous support from over 26,000 Anganwadi workers.
Parents regularly receive guidance on nutrition, developmental activities, and age-appropriate learning techniques that can be practiced at home, making child development a shared responsibility between families and the government.
A Growing Movement Across Punjab
The minister also shared encouraging participation figures that reflect increasing awareness among families.
During ECCE Day 2025–26, over 15.59 lakh parents participated in early childhood development activities across Punjab, including 4.83 lakh fathers. The increasing involvement of fathers marks a positive shift toward shared parenting and greater community participation in child development.
